The Trud daily
"The Constitution - holy or milk cow?, Professor Dragomir Draganov comments in a material in "Trud". He considers that without any changes in the constituion a decision must be taken for the elections to be "2 in 1", while the parliament could decide that by relieving itself from obligations two months prior to the end of its mandate. After the people decide who will rule in the next mandate, radical changes in the fundamental law are to be made, as the first one should be that from now on elections will be carried out once every five years and will coincide with those for European representatives, Draganov offers. The second change should be the removal of the institution Great National assembly.
"Pernik and Plovdiv are the dirtiest towns", "Trud" writes on its front page. Pernik, Plovdiv and Sofia are the dustiest cities in Bulgaria. In Pernik the average value of fine dust particles is 92 micrograms per cubic meter, the levels, read in Plovdiv are 70.9 micrograms while in the point Yana Station by the metallurgical factory "Kremikovtzi" - 61.65 micrograms, data by the Executive agency on the environment points. Three electric distribution companies will not receive the demanded price of electricity beginning July, and it is possible that there will be no price increase at all, Konstantin Shushulov, who heads the regulator, said. According to Shushulov, in 2008 the price increase of electricity allowed the company to make enough investments. Central heating and gas were going to decrease in price beginning July. The price of heating energy was going to decrease by 38 percent, after the price of gas decreases by 41%.
